Job Purpose
In accordance with the Congolese Regulation, Head of Risk Management provides support and oversight to the business unit activities with respect to the regulatory requirements and Group’s risk management policies and guidelines and facilitates the implementation and ongoing development of a sound risk management framework, including the identification, measurement, control and management of relevant business risks (Credit, Market, Operational, as well as Strategic and Reputation risk).
Responsibilities:
- Assists in the formulation of the risk strategy, and defines risk parameters that drive business strategy
- Develops an understanding of business unit’s strategy, critical success factors, risk profile and potential exposures.
- Establishes and oversees risk management infrastructure and practices consistent with regulatory expectations, Group’s policies and procedures and industry sound practices.
- Drives the effective communication, implementation and compliance with all Bank’s risk management policies and guidelines, where applicable, within the business unit.
- Assists with the documentation and maintenance of the risk strategy, and related risk management policies and procedures
- Utilizes available risk management methodologies, programs, parameters and tools in conjunction with other environmental changes to proactively monitor the control environment and identify and address potential weaknesses and/or gaps in a timely manner.
- Assists with the re-evaluation of systems for measuring risk and determining limits in order to verify their relevance in the light of business developments, market and macroeconomic environments.
- Performs overall oversight and risk documentation accuracy and completeness
- Establishes and drives Risk committees
- Participates in relevant committees engaging Business Unit.
- Actively participate in New product Business acceptance process and/or perform due diligence as applicable.
People Management and Development
- Conducts and/or coordinates periodic risk management training for business unit personnel, provides ongoing guidance and direction to Business Unit managers in developing and implementing Risk Management plans and objectives and drives a risk aware culture throughout the organization.
- Serves as a subject matter expert, providing ongoing direction and consultative advice to the business unit with respect to risk management policies, guidelines, and best practices.
- Responsible for direction and training of risk management staff where appropriate.
Process and Reporting
- Monitors and reports significant risk issues and other relevant information to Committees, the Board, the Head Office and the Regulatory Authorities
- Reviews and analyzes Business Unit operating loss data and reports identified key control themes and corrective actions.
- Provides ongoing assessment of the Business Unit Risk Profile through regular status reporting of risk issues and major product or service initiatives impacting the overall business unit risk profile.
- Assists business unit in implementing effective risk management best practices by developing and establishing continuous risk identification, measurement, management, control and reporting.
- Develops effective risk reporting and other communication channels to ensure timely escalation of significant risk issues to Senior Business Unit Management and Group Head Risk Management.
- Assess the quality of the business units self testing programs, track outstanding issues and recommends appropriate enhancements.
- Tracks status of outstanding Audit and Control issues to ensure adequate and timely resolution by the business unit.
- Serves as liaison with other Risk disciplines, Internal departments, Regulators and other external parties.
Job Context:
- High level of responsibility and leadership leading to the protection and preservation of bank’s assets.
- The position requires assisting Business Unit strategy and activities in implementing effective risk management best practices by developing and establishing continuous risk identification, measurement, management, control and timely, accurate and complete reporting.
