Job Description:
The Settlements Officer_Romania plays a critical role in ensuring the efficient processing and settlement of payment transactions within the Romanian market. This position involves various responsibilities related to handling payment orders, managing liquidity, monitoring transactions, participating in system tests, and collaborating with external parties to resolve operational issues. The ideal candidate should possess a combination of technical expertise, market knowledge, language proficiency, and regulatory understanding.
Key Responsibilities:
- Processing and Settling Payment Orders:
- Efficiently process and settle payment orders within designated settlement systems.
- Handle "error" messages and manage transactions in emergency situations.
- Liquidity Management:
- Manage liquidity throughout the day, including handling credits granted by the National Bank of Romania (NBR) and ensuring timely repayment.
- Transaction Monitoring and Reporting:
- Monitor transaction activities and prepare reports to track and analyze settlement-related data.
- Participation in System Tests:
- Actively participate in continuity tests of settlement systems to ensure operational readiness and resilience.
- Collaboration with External Entities:
- Work closely with external stakeholders to resolve operational issues related to settlement services.
Qualifications and Requirements:
- Certifications:
- Possession of certificates issued by the NBR and Transfond S.A. authorizing the individual to act as a user/operator of the ReGIS and SENT systems.
- Experience:
- Minimum of 2 years of experience in a similar role within the financial sector, preferably with exposure to settlement operations.
- Market Knowledge:
- In-depth understanding of settlement principles and practices specific to the Romanian market.
- Language Proficiency:
- Fluent command of both Romanian and either English or Polish to effectively communicate with internal and external stakeholders.
- Technical Skills:
- Proficiency in using Microsoft Office suite for data analysis and reporting purposes.
- Regulatory Understanding:
- Knowledge of regulations governing payment services and settlement operations in Romania.
- Education:
- Preferably possess a higher education degree, although relevant experience and certifications may compensate for formal education.
Additional Requirements for Users/Operators:
- Detailed Knowledge of Local Settlement Systems:
- Understanding the structure and specifics of payment messages within local settlement systems SENT and ReGIS.
- Ability to fill in various fields accurately, especially in specialized cases such as processing tax payments.
- Familiarity with Global Payment Networks:
- Differentiation between payment messages for local systems and those sent to global networks like SEPA, TARGET, and SWIFT.
